Morgan Well-Known Member. You can get an alchemy ring during a radiant quest for the alchemist in one of the unimportant towns I always get mixed up Morthal or Dawnstar. I can never remember which is which. The ring is the item, not the reward, but you can buy it or obtain it after the quest concludes then disenchant it.

Muiri gives you a ring that has one as well, but that'd require joining the Dark Brotherhood, unfortunately. As a necessary item, it cannot be disenchanted to learn Fortify Alchemy.

When I was searching for an enchant I needed, I did the following. Check Riverwood blacksmith for enchantment. Fast travel to Whiterun Stables, rest until afternoon when the Kajiit vendor is outside the walls, and check for the enchantment.
